Hanoi People’s Council Prioritises Quality Over Speed in Adopting Capital Law Resolutions

Hanoi, The Gulf Observer: The Hanoi People’s Council has reaffirmed its commitment to ensuring the highest quality of legislative decisions, emphasizing that no resolution will be rushed through without thorough examination and careful deliberation.

Speaking at the opening of the council’s fourth session on Friday, Chairwoman Phùng Thị Hồng Hà said the council’s primary objective is not to pass resolutions as quickly as possible but to ensure that every proposal is fully scrutinized and clearly understood before approval.

The session is focused on considering and deciding matters within the council’s authority, most notably a series of resolutions aimed at implementing the 2026 Capital Law. Council members are expected to discuss 55 draft resolutions spanning key areas including the economy and budget, culture and society, legal affairs, urban development, and science and technology.

According to Hà, the resolutions constitute a significant package of new policy mechanisms that will directly influence governance and public administration in the Vietnamese capital. She stressed that these measures must be adopted in a comprehensive, consistent, and timely manner to enable immediate implementation once the Capital Law comes into effect.

A report presented by the municipal People’s Committee revealed that 55 dossiers and draft resolutions have been submitted for consideration—the largest number ever brought before a single session of the council. The volume reflects extensive preparation and coordination across the city’s political system.

Hà noted that many of the proposals have undergone rigorous research and consultation processes involving experts, academics, and central government agencies, while also addressing practical challenges faced by the city. The drafts have been reviewed multiple times by the People’s Council committees to ensure their quality before being presented for approval.

In response to growing expectations regarding legislative standards, the Standing Committee of the People’s Council has structured the session agenda to allow greater time for debate, policy review, and refinement. Following presentations by the municipal People’s Committee, council members will spend an entire working day engaging in sector-based discussions, focusing on issues that remain subject to differing opinions, emerging practical challenges, and matters directly affecting residents and businesses.

The agenda also allocates an additional one-and-a-half days for the People’s Committee to respond to feedback, provide clarifications, and refine the proposals. Meanwhile, council committees will continue reviewing opinions raised during the discussions, comparing them with official responses, and identifying issues requiring further legal or practical justification before final consideration.

Calling on council members to uphold their responsibility to voters and the people of Hanoi, Hà urged them to carefully study all documents and participate in open, objective, and constructive discussions grounded in practical realities and the city’s long-term development goals.

“Every resolution under consideration is linked to the requirement for immediate implementation once adopted,” Hà said, adding that the true measure of success would be reflected in the practical impact of the decisions.

“The quality of each decision will ultimately be measured not only in the chamber but also through its practical application, its effectiveness in serving residents and businesses, and the tangible improvements it brings to governance and urban development,” she stated.

The session is expected to play a pivotal role in shaping the legal and policy framework needed to support Hanoi’s future development and the effective implementation of the 2026 Capital Law.
