Iran Lodges Formal Complaint at UN Over Israeli Attacks on Medical Personnel and Facilities

New York, The Gulf Observer: Iran’s Ambassador and Permanent Representative to the United Nations, Amir Sa’eed Iravani, has submitted a formal letter of complaint to UN Secretary-General António Guterres and the President of the Security Council, condemning what he described as Israel’s deliberate and systematic targeting of Iranian medical personnel and healthcare infrastructure during the recent military conflict.
In his letter, Iravani stated that the Israeli regime’s “brutal and relentless military aggression,” which began on June 13, 2025, resulted in widespread civilian casualties and extensive destruction of non-military infrastructure, including health facilities. He emphasized that the targeting of medical staff and healthcare centers constituted “flagrant violations of international humanitarian law, international human rights law, and all relevant treaties and conventions.”
According to the initial report submitted by Iran’s Ministry of Health and Medical Education and enclosed with the letter, Israeli attacks led to the deaths and injuries of numerous Iranian civilians, including healthcare workers, within the first ten days of the conflict. The report documents what Tehran considers to be grave violations of the legal protections afforded to medical services during armed conflict.
“The Israeli regime intentionally targeted Iranian medical personnel and healthcare centers,” the letter reads, “in blatant disregard for international legal norms designed to protect humanitarian actors and facilities during warfare.”
The complaint further notes that Israel’s aggression occurred just days before scheduled diplomatic talks between Iran and the United States concerning Tehran’s peaceful nuclear program. The United States entered the conflict on June 22, conducting airstrikes on three Iranian nuclear sites — Fordow, Isfahan, and Natanz.
In retaliation, the Iranian Armed Forces launched precision strikes on several strategic targets within Israeli-occupied territories. A ceasefire was declared on June 24 following the escalation.
Ambassador Iravani stated that the submitted document is a preliminary and non-exhaustive account of the damages incurred and that a comprehensive report will be shared with the Security Council as additional verified data becomes available.
He concluded by urging the United Nations to circulate the letter and its annex as an official document of the Security Council, calling on the international community to hold Israel accountable for its violations of international law.
The submission adds to mounting international concern over the humanitarian impact of recent hostilities and raises calls for renewed efforts to safeguard civilian and medical infrastructure in conflict zones.
