Astana, The Gulf Observer: Kazakhstan is set to undertake large-scale modernization of its airport infrastructure under a three-year development plan extending through 2029, with projects covering runway construction, passenger terminal upgrades and the expansion of aviation facilities across the country.

According to the Civil Aviation Committee of Kazakhstan’s Ministry of Transport, the modernization programme was discussed at a meeting chaired by Vice Minister Talgat Lastayev, attended by representatives of regional administrations and airports nationwide.

The meeting was convened in line with President Kassym-Jomart Tokayev’s State-of-the-Nation Address delivered on October 28, 2026. Participants reviewed progress on ongoing and planned projects involving the construction and reconstruction of runways, modernization of passenger terminals and broader airport infrastructure development.

Under the three-year plan, runway modernization projects will be carried out at seven airports. These include the construction of three new runways in Astana, Shymkent and Aktobe, alongside the reconstruction of existing runways in Almaty, Zhezkazgan, Taraz and Uralsk.

The programme also envisages the construction and reconstruction of passenger terminals at seven airports located in Aktobe, Atyrau, Ust-Kamenogorsk, Zhezkazgan, Semey, Pavlodar and Urjar.

During the meeting, participants also discussed the timely preparation of project design and cost-estimate documentation, identification of funding sources and adherence to implementation schedules.

Following the discussions, relevant government agencies, local executive authorities and other stakeholders were instructed to intensify their efforts and ensure the timely completion of the planned infrastructure projects.

The modernization initiative is expected to strengthen Kazakhstan’s aviation infrastructure, improve passenger facilities and enhance the country’s airport capacity to support growing air transportation needs.

Earlier, Kazakhstan’s Aviation Administration (AAK) and the Civil Aviation Authority of Singapore (CAAS) signed a Statement of Intent to deepen cooperation in civil aviation, strengthen bilateral relations and increase passenger and cargo traffic.
