Morocco Reaffirms Commitment to Strengthening Global Humanitarian Action

Agadir, The Gulf Observer: Morocco has reaffirmed its commitment to strengthening global humanitarian action, with Ambassador Omar Hilale underscoring that the Kingdom’s humanitarian approach is rooted in the humanist vision of King Mohammed VI and guided by the principles of solidarity, shared responsibility and respect for international humanitarian law.
Speaking at the international colloquium titled “Multilateral Humanitarian Action at the Crossroads: Challenges and Issues,” Morocco’s Permanent Representative to the United Nations outlined the key principles shaping the country’s humanitarian policy.
Hilale said the implementation of the Royal Vision is based on three interconnected pillars: active solidarity as a fundamental value, shared responsibility as an operational principle, and strict adherence to international humanitarian law as an absolute necessity.
Addressing a panel on “Multilateral Humanitarian Action and the Challenges of Peace and Sustainable Development,” the ambassador emphasized that Morocco considers the protection of civilians, critical infrastructure and essential public services a fundamental obligation that must be respected by all parties involved in armed conflicts.
He highlighted Morocco’s longstanding contribution to United Nations peacekeeping operations, noting that thousands of Moroccan peacekeepers have served under the UN flag in conflict and crisis zones across the world. He also pointed to the Kingdom’s continued response to major natural disasters and humanitarian emergencies as a reflection of its enduring commitment to international solidarity.
Hilale stressed that, despite the challenges confronting the global humanitarian system, multilateral humanitarian action remains a vital pillar of the international order. He called for comprehensive reforms through increased investment in crisis prevention, stronger coordination between humanitarian, peace and development efforts, and renewed global solidarity.
The ambassador identified key challenges facing the humanitarian system, including funding shortages, restricted humanitarian access, the politicization of aid, prolonged neglected crises, and the need to better integrate emergency responses with sustainable development strategies.
He said Morocco’s experience in mediation, South-South cooperation, human development and humanitarian assistance equips the Kingdom to make meaningful contributions to reforming and strengthening the global humanitarian framework. Hilale also called for faster responses to emerging crises, innovative financing mechanisms, enhanced international cooperation, improved governance of humanitarian organizations, and stronger partnerships between humanitarian agencies and development institutions.
He further stressed the importance of reinforcing coordination between humanitarian mechanisms and the United Nations 2030 Agenda for Sustainable Development to ensure more effective and sustainable humanitarian responses worldwide.
