Oman Unveils Labour Market Roadmap to Boost Employment and Economic Growth
Muscat, The Gulf Observer: Oman has unveiled a comprehensive labour market roadmap aimed at building a more flexible, future-ready workforce while accelerating job creation, strengthening governance, and supporting economic diversification in line with the objectives of Oman Vision 2040.
The roadmap was endorsed at the conclusion of the Labour Market Laboratories, organized as part of the third edition of the Labour Forum under the patronage of Dr. Mahad Said Ba’Owain, Minister of Labour. The initiative brought together government officials, private sector representatives, entrepreneurs, and labour market experts to develop practical solutions for enhancing the efficiency of the labour market and preparing it for future economic transformations.
Speaking at the closing session, Dr. Ba’Owain highlighted the importance of modernizing labour market governance and legislative frameworks to improve policy effectiveness, strengthen institutional coordination, and create an environment that supports sustainable economic growth. He emphasized that updating labour regulations is essential to keeping pace with evolving economic conditions and enhancing the competitiveness of the Sultanate’s labour market.
A key focus of the roadmap is the development of the arts, entertainment, and recreation sector, which the minister described as one of Oman’s most promising industries with significant investment potential. He noted that expanding the sector would contribute to diversifying the national economy, generating new employment opportunities, and increasing value-added activities, while requiring an integrated regulatory framework tailored to its unique characteristics and growing links to regional and international markets.
The Labour Market Laboratories adopted a structured approach that involved identifying challenges, analyzing root causes, designing practical solutions, and developing implementation plans supported by measurable performance indicators and clear timelines. Participants also explored reforms to legislative procedures and ministerial decisions aimed at improving transparency, simplifying processes, and strengthening governance across the labour market.
The new roadmap complements Oman’s broader economic transformation agenda under its Eleventh Five-Year Development Plan (2026–2030), which targets the creation of approximately 300,000 jobs for Omani citizens over five years while supporting economic diversification and enhancing workforce skills to meet future labour market demands.
