President Emomali Rahmon Sets New Tasks for Accelerating Rogun Hydropower Plant Construction

Dushanbe, The Gulf Observer: President of Tajikistan and Leader of the Nation Emomali Rahmon met with builders and workers involved in the construction of the Rogun Hydropower Plant in the city of Rogun on August 21, reviewing progress at the major national infrastructure project and outlining new tasks to accelerate construction.
At the meeting, President Rahmon highlighted the country’s key achievements during 35 years of independence, including the construction and modernization of thousands of kilometers of international and domestic roads, hydropower plants, electricity transmission lines and substations, as well as industrial enterprises and educational and healthcare facilities.
The President congratulated those attending the meeting on the upcoming national anniversary and emphasized that the construction of the Rogun Hydropower Plant represents one of the most important achievements of Tajikistan’s independence period.
Following an assessment of the current situation at the project, Rahmon set new tasks for those responsible for ensuring the timely completion of construction works. He expressed appreciation to the management and employees of foreign partner companies, engineers, specialists and construction workers for their dedication and commitment to the project.
The President stressed that the completion and commissioning of Rogun would contribute to securing Tajikistan’s sustainable development and improving living conditions for present and future generations.
According to the information presented at the meeting, the Tajik government allocated 8.1 billion somoni from the national budget for the construction of the hydropower plant in 2025. A further 11.4 billion somoni has been earmarked for the project in 2026, while 8.4 billion somoni from all sources of financing had been spent on construction and installation works during the first seven months of this year.
Since 2008, the government has allocated a total of 60.3 billion somoni from the state budget and other sources for the construction and rehabilitation of the Rogun project.
More than 20,000 workers, engineers and technical specialists are currently engaged at the construction site, while the number of vehicles and construction mechanisms has reached approximately 4,000.
President Rahmon instructed the Rogun Hydropower Plant joint-stock company, as the project’s customer, to ensure effective coordination of work across all project lots and strict compliance with approved construction schedules.
Regarding Lot 1, the company and the contractor were instructed to take all necessary measures to commission Unit No. 4 in September 2027.
Those responsible for Lot 3, including the management of the Rogun Hydropower Plant joint-stock company and Tajikgydroelektromontazh, were instructed to eliminate existing delays, further accelerate construction and ensure the high-quality and timely completion of all works under the lot.
The President also highlighted the importance of construction works on the left-bank facilities under Lot 4, describing them as another key component of the overall project.
Rahmon stressed that all construction activities at the Rogun Hydropower Plant must strictly comply with quality requirements, utilize advanced international technologies and meet international standards. He called for comprehensive measures to ensure the stability, reliability and safety of the facilities.
Particular attention was given to the protection of workers’ lives and health, the provision of appropriate working and living conditions, and strict compliance with occupational safety requirements.
The President also emphasized the need to address social issues affecting residents of areas designated for inundation as part of the Rogun project. The relevant state institution responsible for the inundation zone, ministries and agencies, and local authorities were instructed to ensure the timely implementation of all necessary measures and provide suitable living conditions for every relocated family.
Reviewing the financing of the large-scale project, Rahmon noted that construction of the Rogun Hydropower Plant was progressing at a good pace and that a reliable foundation had been established for completing the project within the planned timeframe.
The President issued a number of additional instructions aimed at ensuring the high-quality and timely completion of construction works, commissioning successive facilities and generating capacities, strengthening cooperation with international development partners and fulfilling contractual obligations.
Relevant authorities were also instructed to take the necessary measures to commission intermediate facilities and subsequent generating capacities within the established deadlines.
Officials were directed to strictly monitor compliance with approved schedules and strengthen coordination of all construction activities. Relevant agencies were further tasked with ensuring timely payments for completed works and securing the procurement of construction materials, equipment and fuel through all available sources and mechanisms.
Concluding his remarks, President Rahmon expressed confidence in the responsibility, experience and dedication of the workers constructing the Rogun project.
