Royal Hospital Launches Risk Management Programme Aligned with Oman Vision 2040

Muscat, The Gulf Observer: The Royal Hospital officially launched its Comprehensive Enterprise Risk Management (ERM) programme on Monday, under the patronage of Dr. Ahmed Salim Al Manthari, Undersecretary of the Ministry of Health for Planning and Health Organization.
In his keynote address, Dr. Al Manthari underscored the strategic and national significance of robust risk management in the healthcare sector. He stressed that implementing a comprehensive ERM system is pivotal for enhancing governance, transparency, service quality, and fostering a culture of risk awareness and data-driven decision-making.
Dr. Al Manthari also highlighted the importance of aligning the ERM programme with the goals of Oman Vision 2040, particularly in achieving healthcare efficiency, sustainability, and an improved quality of life. He called for steadfast commitment to the programme’s implementation through continued capacity-building workshops and practical training initiatives.
Dr. Jawaher Mubarak Al Kalbani, Assistant Director General for Medical Support Affairs at the Royal Hospital, noted that the launch represents a strategic milestone in the hospital’s pursuit of excellence in governance, safety, and modern healthcare management. She affirmed that the ERM programme strengthens risk prediction capabilities and supports evidence-based strategic decision-making to ensure institutional sustainability and performance enhancement.
According to Dr. Al Kalbani, the ERM framework is modelled on the American Society for Healthcare Risk Management (ASHRM) standards and adapted to meet national priorities. It covers eight key risk domains and introduces standardised tools such as Failure Mode and Effects Analysis (FMEA) and Key Risk Indicators (KRIs).
She added that the launch marks the beginning of the next implementation phases, which will involve intensive training programmes and the establishment of an integrated, institution-wide risk management system.
Engineer Ali Al Sheidani from the Oman Vision 2040 Office commended the programme’s alignment with national strategic goals and future healthcare development plans.
Dr. Suad Al Ismaili, Director of the Quality Management and Patient Safety Department at the Royal Hospital, presented the new risk management policy and the eight foundational pillars of the comprehensive ERM programme. These pillars aim to build an institutional culture that is aware of and responsive to clinical, operational, and strategic risks.
The ceremony also featured a video presentation highlighting the Royal Hospital’s journey in developing and adopting its ERM system.
The comprehensive ERM initiative seeks to enhance healthcare regulation, promote patient safety, and ensure optimal use of resources through structured risk analysis, thereby contributing to the overall advancement of the Sultanate’s healthcare system.
