Tajik President Launches Construction of Major Cement Plant in Varzob District

Dushanbe, The Gulf Observer: President of the Republic of Tajikistan and Leader of the Nation, Emomali Rahmon, accompanied by Chairman of the Majlisi Milli Majlisi Oli Rustami Emomali, on June 23 officially launched the construction of a new cement production plant in Varzob District, marking a significant step in the country’s industrial development strategy.
The project is being implemented in line with directives issued by President Rahmon to strengthen Tajikistan’s industrial sector and expand domestic cement production capacity. The decision to construct the facility was approved during a meeting of the Government of Tajikistan on May 28, 2026, which endorsed the establishment of four new cement plants with a combined annual production capacity of six million tons.
According to project details, Dushanbe Cement LLC will build the new facility on an 18-hectare site in the southern part of Kharangoni Bolo village. The plant is expected to be completed and commissioned within 17 months.
Officials reported that the plant will have a daily production capacity of 3,300 tons and an annual output of approximately 1.2 million tons of cement. The facility will incorporate a fully integrated production process, covering all stages from raw material crushing to final packaging.
The project is expected to generate substantial employment opportunities. During the construction phase, more than 1,150 local workers and foreign specialists will be engaged in seasonal employment. Once operational, the plant will create over 1,000 permanent jobs for citizens.
Dushanbe Cement LLC, the investor and developer of the project, stated that the facility will utilize advanced production technologies and high-quality raw materials to ensure that its products meet European and international standards.
The plant will be strategically located near deposits of limestone, magnetite, and Kharangon clay, providing direct access to essential raw materials. Construction activities, equipment procurement, technology imports, and other project requirements will be financed entirely through domestic investment.
Project authorities emphasized that all production equipment and facilities will comply with international standards, while environmental protection measures and industrial safety requirements will be strictly observed throughout the production process.
Under an agreement between Dushanbe Cement LLC and China’s SINOMA Company, the Chinese firm will undertake the design, supply, installation, commissioning, and operational support of the plant’s equipment.
SINOMA, China’s largest state-owned corporation specializing in cement engineering and international industrial projects, is recognized globally as a leading provider of cement technology, equipment, and engineering systems integration. The company is known for its innovation and technological expertise and has received numerous industry awards for its contributions to the global cement sector.
The launch of the Varzob cement plant is expected to strengthen Tajikistan’s industrial capacity, boost domestic production, create employment opportunities, and support the country’s broader economic development objectives.
