Turkmenistan and France Sign Landmark Agreements to Boost Bilateral Cooperation

Paris, The Gulf Observer: Turkmenistan and France have signed a series of key intergovernmental agreements aimed at deepening cooperation across a wide range of sectors, following the official visit of Gurbanguly Berdimuhamedov, National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan, to Paris. The agreements were announced by the Turkmen state news agency.
Among the notable outcomes of the visit was the signing of a Declaration on Cooperation in Sustainable Urban Development between the two governments, reflecting a mutual commitment to advancing environmentally responsible infrastructure development. A Roadmap for Cooperation in Education for 2025–2026 was also agreed upon, laying the foundation for enhanced academic and institutional exchanges.
In the cultural sphere, an Agreement on Cooperation in Archaeological Research was formalized between Turkmenistan’s Ministry of Culture and the National Museum of Natural History of France, aimed at promoting joint historical and scientific research.
Significant technological and industrial cooperation was also announced. A Framework Agreement was signed with Thales Alenia Space France for equipping Turkmenistan’s national satellite with advanced systems. Meanwhile, a Memorandum of Understanding (MoU) was concluded between the Turkmen State Concern “Türkmengaz” and the French environmental data company Kayrros SAS, enhancing energy sector cooperation.
During the Turkmen-French Economic Forum held in Paris, additional MoUs and cooperation agreements were signed across various domains. These included an MoU between the agency “Türkmenaragatnaşyk” and Airbus Defence and Space SAS; a Memorandum of Cooperation on Land Cadastral Affairs between Turkmenistan’s Ministry of Agriculture and the French firm IGN FI; an MoU between the State Committee for Water Management of Turkmenistan and SUEZ International focusing on water management; and another MoU between “Türkmengaz” and SUEZ International to explore opportunities in the gas industry.
Speaking at the forum, Berdimuhamedov emphasized Turkmenistan’s readiness to offer favorable conditions for French businesses seeking investment and long-term cooperation in the Central Asian nation.
The visit and resulting agreements mark a new chapter in Turkmen-French relations, underlining a shared commitment to sustainable development, technological advancement, and economic partnership.
