Vietnamese Leader Calls for Modern, Technology-Driven Public Security Force

Hanoi, The Gulf Observer: General Secretary of the Communist Party of Vietnam and State President Tô Lâm has called for the Ministry of Public Security’s Department of Technical Operations to build a highly disciplined, loyal and technologically advanced force capable of meeting emerging national security challenges.

Speaking at a ceremony in Hànội on Monday marking the 80th anniversary of the People’s Public Security Force and the 72nd anniversary of the Technical Operations Force, Lâm stressed that the department must develop into a force comprising leading experts in science and technology while remaining closely connected to the people.

The Vietnamese leader said the technical operations force would play a critical role in the new era, requiring strategic foresight, technological self-reliance, highly skilled personnel and independent operational capabilities.

He emphasised that human resources remain the decisive factor in achieving these objectives, calling for the development of officers who are loyal, legally knowledgeable, professionally competent, technologically proficient and equipped with strong foreign language skills. He also urged greater attention to policies supporting personnel.

Highlighting the increasingly complex regional and global security environment, Lâm called for greater investment in modernising technical operations to ensure the force remains fully prepared to respond effectively to evolving security threats.

He said the department should serve as the “eyes, ears and nervous system” of efforts to safeguard national security and maintain public order, while playing a central role in detecting, preventing and countering hostile and criminal activities through close coordination with other security agencies.

The Vietnamese leader also stressed the importance of applying artificial intelligence and big data technologies to strengthen crime prevention, law enforcement and national security protection in a more proactive and effective manner.

Lâm said the technical operations force should become a “steel wall” and the intellectual backbone of the People’s Public Security Force, protecting scientific innovation, technological advancement and Vietnam’s digital transformation while enabling authorities to detect and prevent threats to national security at an early stage.

He further called for expanding technical operations into emerging domains to address new security challenges and reinforce the country’s overall national security capabilities.

Reflecting on the history of Vietnam’s public security system, Lâm described technical operations as indispensable to safeguarding national security and maintaining public order. He noted that the force has made significant progress in recent years through modernisation, contributing not only to major criminal investigations but also to protecting national sovereignty, territorial borders and cyberspace while supporting the country’s socio-economic development.

On behalf of the Party and State leadership, Lâm commended the Technical Operations Force for its achievements over the past 72 years and expressed confidence that it would continue to uphold its traditions of responsibility, innovation and professionalism in fulfilling its duties to the Party, the State and the Vietnamese people.

During the ceremony, Lieutenant General Trần Việt Kiều, Party Secretary and Director of the Department of Technical Operations, briefed the Vietnamese leader on the department’s recent operational achievements and future priorities.
