UAE, Uzbekistan Strengthen Strategic Partnership in Government Modernisation, Zero Bureaucracy

Dubai, The Gulf Observer: A government delegation from Uzbekistan has reviewed the UAE Government’s experience in implementing the Zero Bureaucracy Programme (ZBP), along with best practices and successful models developed by UAE government entities to enhance administrative efficiency and service delivery.
The visit was organised under the Government Experience Exchange initiatives and within the framework of the strategic partnership between the UAE and Uzbekistan in government modernisation.
It aimed to highlight successful practices and achievements under the Zero Bureaucracy Programme and explore opportunities to adopt and develop artificial intelligence solutions and applications for government operations.
The Uzbek delegation participated in a series of intensive workshops covering the methodology of the Zero Bureaucracy Programme, key success stories, and major projects and initiatives. Knowledge tours were also organised to leading UAE government entities to familiarise the delegation with best practices and successful approaches to eliminating unnecessary bureaucracy.
The delegation comprised officials and senior representatives from several Uzbek government institutions, including the Agency for Strategic Development and Reforms, the Zero Bureaucracy Office, the Ministry of Justice and the Digital Government Projects Management Center.
Mohamed Bin Taliah, Assistant Minister of Cabinet Affairs for Government Experience Exchange, said the UAE-Uzbekistan partnership represents a practical model for transforming the exchange of government expertise into tangible results and accelerating the development of more efficient, flexible and future-ready government systems.
He noted that the Zero Bureaucracy Programme represents a strategic transformation in government operations, extending beyond the simplification of procedures to the redesign of human-centred government services, thereby improving service quality and enhancing the customer experience.
During the visit, the delegation held meetings and workshops with UAE government officials and experts, including teams from the Zero Bureaucracy Programme, Emirates Post, the General Secretariat of the Cabinet, the Ministry of Finance, and Etihad Water and Electricity.
A session led by Hesham Amiri, Deputy Chief of Government Services in the UAE Government, highlighted achievements recognised through the Zero Bureaucracy Award, winners of its second edition, objectives of the third edition, and the UAE Government’s Agentic AI project.
The sessions also examined efforts to strengthen community participation in the Zero Bureaucracy Programme, success stories from its second edition and the criteria of the Zero Bureaucracy Award.
The Emirates Government Services Excellence Program showcased several initiatives, including the Global Star Rating System for Services, field monitoring tools, the “Khadamati” (My Services) record, the Agentic AI pathway for government services, the Service Guide and the Customer Pulse Index.
The programme also included sessions on government services, the Zero Bureaucracy Programme and the experience of the General Secretariat of the Cabinet, as well as meetings with work teams from the Ministry of Finance, Etihad Water and Electricity and Emirates Post.
The Uzbek delegation further undertook knowledge tours of leading entities involved in implementing the Zero Bureaucracy Programme, including the Ministry of Foreign Affairs, the Ministry of Energy and Infrastructure, and the Federal Authority for Identity, Citizenship, Customs and Port Security.
At the Ministry of Foreign Affairs, the delegation reviewed the “Smart Mission” and “Digital Document Attestation” service experiences. It also visited the Emirate of Ajman to learn about police service delivery at Al Nuaimiya Comprehensive Police Station and toured the Zayed National Museum.
Uzbekistan’s Zero Bureaucracy Programme, launched under the patronage of the President of Uzbekistan in cooperation with the UAE Government in November 2025, draws on the UAE’s experience in improving government efficiency and enhancing customer satisfaction.
The programme forms part of the strategic UAE-Uzbekistan partnership in government modernisation and focuses on simplifying government procedures, reducing administrative red tape, improving service efficiency, and fostering innovation and flexibility across government institutions.
The partnership has so far resulted in 381 workshops involving 2.7 million participants across 10 areas, including government services, government performance, competitiveness, youth, leadership and capacity building, artificial intelligence and digital transformation, strategic planning, cybersecurity, presidential initiatives and government quality.
During the 2023–2026 phase, cooperation expanded to 14 areas, covering industrial development, social development, digital transformation, healthcare, artificial intelligence, statistics, trade development, urban planning and leadership development, among others.
The UAE and Uzbekistan launched their strategic partnership in government modernisation in 2019. The agreement was renewed in April 2021 for a further six years and subsequently extended in 2025, further expanding joint programmes and opportunities for the exchange of government expertise.
