PM Chính Seeks Green Development Cooperation with RoK, Railway Partnership with China

Dalian, The Gulf Observer: Prime Minister Phạm Minh Chính held significant receptions on Monday for Kim Sang-hyup, Co-Chairperson of the Presidential Commission on Carbon Neutrality and Green Growth of the Republic of Korea (RoK), and Lou Qiliang, Chairman and Director General of China Railway Signal Information Corporation (CRSC).

In a meeting with Kim Sang-hyup, held in Dalian on the sidelines of the World Economic Forum’s Annual Meeting of the New Champions 2024, PM Chính urged the RoK to continue supporting Việt Nam in development research and innovation. He emphasized the importance of implementing strategic tasks to adapt to climate change and reduce emissions, as part of the bilateral framework agreement on climate change cooperation.

PM Chính also proposed that the RoK collaborate with Việt Nam to successfully organize the 4th Partnering for Green Growth and the Global Goals 2030 (P4G) Summit in 2025. Kim Sang-hyup affirmed the commission’s support for Việt Nam in organizing the P4G summit. He reiterated the potential for increased bilateral cooperation in green growth through specific initiatives and plans, and reaffirmed the RoK’s commitment to achieving carbon neutrality and green growth.

In discussions with Lou Qiliang, PM Chính highlighted Việt Nam’s efforts to enhance transport connectivity, including railway infrastructure, to support national industrialization and modernization. Acknowledging China’s expertise in railway development, he expressed Việt Nam’s desire to collaborate with China in this sector. He specifically sought assistance from China in the design, construction, and technology transfer for railway lines connecting China’s Yunnan to Việt Nam’s Hải Phòng City, from Lạng Sơn to Hà Nội, and from China’s Dongxing to Hải Phòng via Móng Cái, which he identified as crucial for Việt Nam.

PM Chính also expressed a strong interest in advancing urban railway development. Lou Qiliang assured that CRSC could provide quality products at competitive costs for Việt Nam, and assist in training human resources and collaborating on research and development.

Addressing the personnel shortage in Việt Nam’s railway sector, PM Chính requested the Chinese company’s leadership to engage in discussions with relevant Vietnamese ministries and agencies to detail specific cooperation projects. This, he noted, would expedite cooperative initiatives and contribute to realizing the agreements reached by leaders of both countries.
