Mirziyoyev Inspects Digital Governance Reforms in Tashkent

Tashkent, The Gulf Observer: President Shavkat Mirziyoyev on April 23 visited the hokimiyat (district administration) of Mirzo Ulugbek district in the capital city of Tashkent, where he reviewed ongoing urban development initiatives and the implementation of modern governance systems.

During the visit, the Head of State inspected a newly constructed bridge over the Salar canal near the hokimiyat building, examined landscaping efforts in the surrounding area, and planted a tree as part of environmental improvement activities. He also toured the district administration building and reviewed upgraded facilities designed to enhance public service delivery.

President Mirziyoyev, who served as hokim of Mirzo Ulugbek district from 1992 to 1996, was presented with a restored office and official vehicle reflecting his tenure. An exhibition showcasing key decisions made during his leadership of the district was also organized. The President shared personal recollections from his time in office and highlighted the district’s progress since then.

Officials briefed the President on reforms aimed at improving administrative efficiency. Previously, around 30 organizations in the district—including public safety, transport, utilities, financial institutions, and social services—operated independently, often leading to bureaucratic delays in addressing citizens’ concerns.

To address these challenges, a centralized situation center has been established within the hokimiyat, incorporating the “Smart District” artificial intelligence platform. The system enables real-time monitoring, analysis, and resolution of public issues, while facilitating direct online communication with representatives of local mahallas.

The platform integrates multiple functions, including oversight of social and коммунal services, tracking of citizen appeals, and coordination of emergency responses. Its “Safe District” component is designed to monitor offenses and strengthen public security, while an AI-powered digital map of businesses supports forecasting and improving tax revenue collection.

Additionally, the “AI Davomat” system has been introduced to help reduce unjustified school absenteeism and prevent neglect among minors. Similar digital platforms have already been implemented in Chilanzar, Shaykhantakhur, and Almazar districts of the capital.

Following the briefing, President Mirziyoyev instructed that the system be expanded to all remaining districts of Tashkent. He also directed regional authorities—including hokims, prosecutors, law enforcement officials, security services, and tax bodies—to study the Mirzo Ulugbek model for potential replication across the country.

The visit underscores Uzbekistan’s ongoing efforts to modernize governance through digital innovation and enhance the efficiency of public administration.
