Sultan of Oman Issues Four Royal Decrees on Public Prosecution, Attorney General Appointment and Major Road Projects

Muscat, The Gulf Observer: His Majesty Sultan Haitham bin Tarik of Oman has issued four Royal Decrees addressing amendments to the Basic Law of the State, changes to the designation of the Public Attorney’s Office, the appointment of an Attorney General, and the classification of major road infrastructure projects as public utilities.

Under Royal Decree No. (79/2026), certain provisions of the Basic Law of the State have been amended. The decree stipulates that the term “Public Attorney Office” shall be replaced by “Public Prosecution” wherever it appears in laws and Royal decrees.

The decree further provides for the cancellation of any provisions that contradict or conflict with its terms. It will be published in the Official Gazette and enters into force from the date of its issuance.

Royal Decree No. (80/2026) changes the official designation of the Public Attorney’s Office to the Public Prosecution.

The decree also replaces the terms “Public Attorney’s Office” and “Public Prosecutor” with “Public Prosecution” and “Attorney General,” respectively, wherever they appear in laws and Royal decrees.

It further revises a number of related job titles. The designations “Assistant Public Prosecutor,” “Assistants to the Public Prosecutor,” “Heads of Public Prosecution,” “First Public Prosecution Deputies,” “Second Public Prosecution Deputies,” and “Assistant Public Prosecutors” are replaced with “Deputy Attorney General,” “Assistants to the Attorney General,” “Heads of Attorney General Office,” “First Attorney General Deputies,” “Second Attorney General Deputies,” and “Public Prosecution Associates,” respectively.

The decree cancels any provisions that contradict its terms and takes effect from the date of issuance following publication in the Official Gazette.

Under Royal Decree No. (81/2026), Nasr bin Khamis bin Mohammed Al Sawaee has been appointed Attorney General of the Sultanate of Oman.

The decree will be published in the Official Gazette and enters into force from the date of its issuance.

Meanwhile, Royal Decree No. (82/2026) grants public utility status to a major road infrastructure project covering the design and implementation of the Barka Link dual-carriageway in South Al Batinah Governorate, A’Suwaiq Link Road, and an associated flyover in North Al Batinah Governorate.

According to the decree, the project, as detailed in the accompanying memorandum and diagram, shall be considered a public utility project.

The competent authorities are authorized to take over, through direct implementation, the properties and lands required for the project, including any structures located on them, in accordance with the Public Utility Expropriation Law issued under Royal Decree No. (71/2023).

Royal Decree No. (82/2026) will also be published in the Official Gazette and take effect from the date of its issuance.
