Uzbekistan to Strengthen Social Support System for Low-Income Families and Persons with Disabilities

Tashkent, The Gulf Observer: The President of Uzbekistan was briefed on a comprehensive set of measures aimed at enhancing the nation’s social support system, with a particular focus on low-income families, individuals with disabilities, and the expansion of social services across the country.

During the presentation, it was emphasized that special attention continues to be given to vulnerable segments of the population through material and moral support initiatives. The “From Poverty to Prosperity” program plays a pivotal role in assisting families by providing access to employment opportunities, education, healthcare, and other essential services.

Recognizing the dynamic nature of poverty alleviation, the Head of State underscored the need for continuous improvement and adaptation of social protection mechanisms. As part of this effort, it was proposed to categorize low-income families into three distinct groups based on their socio-economic status. These families currently benefit from over 100 types of social services, benefits, and privileges. A legislative initiative is underway to formalize the inclusion criteria for the Register of Low-Income Families.

To ensure more personalized support, individual poverty reduction plans will be developed for each family, offering targeted services and eliminating employment barriers. These plans aim to facilitate stable income generation and foster self-reliance.

Significant benefits will also be extended to children from low-income families. They will be exempt from paying fees for after-school programs, and top-performing students will be eligible for complimentary stays at health camps. Moreover, high-achieving female students from low-income families will receive special scholarships amounting to twice the standard basic rate.

The presentation also included a series of proposals to promote employment opportunities for persons with disabilities. These include tax incentives for light industry enterprises that employ individuals with disabilities, as well as a reduction in social tax rates for such employees. Entrepreneurs hiring persons with disabilities will be eligible for subsidies of up to 500 million Uzbek soums, provided by the State Social Protection Fund.

Furthermore, it is planned to increase government procurement of goods and services produced by people with disabilities through electronic trading platforms. Inclusive educational programs will be established in technical colleges to provide professional skills and training.

To broaden the scope and reach of social services for individuals requiring continuous care, the “Step Toward an Active Life” program will be launched. This initiative will provide day care and home care services, assistance with domestic tasks, rehabilitation therapy to restore motor functions, disease prevention measures, and other medical and social support services.

The President approved the proposed measures and instructed relevant authorities to ensure their systematic implementation and to establish oversight mechanisms for monitoring progress and effectiveness.

These steps reflect Uzbekistan’s commitment to building a more inclusive and socially responsive state by addressing the needs of its most vulnerable citizens and promoting equal opportunities for all.
