Hanoi, The Gulf Observer: The 9th session of the 15th National Assembly (NA) of Vietnam officially commenced on Monday morning at the NA building in Hà Nội, marking a significant moment in the country’s legislative calendar. The opening ceremony was broadcast live on VTV1 of Vietnam Television and VOV1 of Radio the Voice of Việt Nam.

Prior to the session’s inauguration, leaders of the Communist Party of Vietnam, State officials, representatives of the Vietnam Fatherland Front, and National Assembly deputies paid tribute to the late President Hồ Chí Minh with a floral offering at his mausoleum.

The session is divided into two stages, running from May 5 to May 29, and then resuming from June 11 to June 30. This session is particularly important as it focuses on institutionalising the key policies and resolutions issued by the Party Central Committee, the Politburo, and the Secretariat—particularly those outlined during the recent 11th plenum.

High on the agenda are proposed amendments and supplements to the Constitution and related laws. These changes aim to streamline the organisational apparatus, restructure administrative units, and implement a two-level local administration model more effectively. The National Assembly will also work to dismantle institutional barriers that hinder development, mobilise resources, and advance decentralisation and delegation of authority, laying the groundwork for expanded development space at the local level.

Lawmakers are expected to consider and make decisions on 54 items related to constitutional and legislative affairs. These include three resolutions on constitutional matters and 51 draft laws and resolutions pertaining to legislative work. The session will also address 14 major groups of issues covering socio-economic development, state budget, and oversight responsibilities, in addition to reviewing eight groups of documents prepared for legislative study and supervision.

This session underscores Vietnam’s ongoing commitment to building a more efficient, decentralised, and forward-looking governance structure to foster national development.
