Saudi Arabia, Russia Sign Mutual Visa Exemption Agreement

Riyadh, The Gulf Observer: Saudi Arabia and Russia on Monday signed a landmark mutual visa exemption agreement for citizens of both countries, marking a significant step toward strengthening bilateral ties. The signing took place on the sidelines of the Saudi–Russian Investment and Business Forum in Riyadh.

The agreement was formalized by Saudi Foreign Minister Prince Faisal bin Farhan and Russian Deputy Prime Minister Alexander Novak. The ceremony was attended by Prince Abdulaziz bin Salman, Saudi Minister of Energy and head of the Saudi side in the Joint Saudi–Russian Committee.

Under the agreement, holders of diplomatic, special and ordinary passports will be granted visa-free entry for visits related to tourism, business, and family or personal purposes. Eligible travelers will be permitted to stay for up to 90 days—either consecutively or through multiple visits—within a single calendar year.

Officials described the agreement as a reflection of the two countries’ commitment to simplifying entry procedures, enhancing reciprocal visits, and expanding cooperation across tourism, economic and cultural sectors. It is also expected to support industries that contribute to deepening the Saudi-Russian partnership.

However, the visa waiver does not extend to individuals traveling for work, study, residency or Hajj, all of which will continue to require the appropriate visas.

Russia is the first country with which Saudi Arabia has signed a mutual visa exemption agreement covering holders of ordinary passports, marking a notable milestone in the Kingdom’s international engagement efforts.
