Greater Muscat Structure Plan Launched Under Royal Patronage in Oman

Muscat, The Gulf Observer: The launch ceremony of the Greater Muscat Structure Plan was held today at the Experience and Sales Centre in Sultan Haitham City in the Wilayat of A’Seeb, under the patronage of His Highness Bilarab bin Haitham Al Said, Minister of State and Governor of Muscat, acting on the behest of His Majesty Sultan Haitham bin Tarik.
During the ceremony, His Highness was briefed on the key components of the Greater Muscat vision, which aims to develop a prosperous, integrated, and future-ready city driven by diverse economic opportunities and a competitive investment environment. The plan is grounded in Oman’s cultural heritage and natural landscape, with a strong emphasis on enhancing quality of life and ensuring long-term sustainability.
His Highness also toured the exhibition hall dedicated to the “Greater Muscat” plan, where he reviewed its main pillars: Productive Muscat, Green Muscat, Resilient and Safe Muscat, and Vibrant Muscat. Officials provided detailed explanations on each pillar and its role in advancing sustainable urban development in the capital.
He further viewed a scale model of the A’Thuraya City project and was briefed on its latest developments and design features. This was followed by a visual presentation at the theatre showcasing the urban identity and character of Muscat.
His Highness later visited the “Royal Trust” exhibition, which highlighted royal approvals granted by His Majesty the Sultan for future urban projects across the Sultanate of Oman. The showcased initiatives reflect modern, human-centric city models that place people at the core of urban planning.
He also observed ongoing construction progress at Sultan Haitham City from an observation deck, where he was briefed on completion rates, implementation phases, and future timelines. A detailed city model was also presented, illustrating its urban structure, infrastructure distribution, and sustainable design concepts.
In a statement on the occasion, His Highness Bilarab bin Haitham Al Said described Greater Muscat as a “timeless spirit and boundless vision,” emphasizing its role as a civilizational showcase for Oman’s future development while remaining firmly rooted in national identity and values.
He noted that the Greater Muscat Structure Plan translates the vision of His Majesty Sultan Haitham bin Tarik into practical urban development by creating cities that are sustainable, efficient, interconnected, and adaptable to change, while preserving identity and enhancing quality of life.
His Highness further stressed that the approach places people at the center of development, integrating mobility, environmental sustainability, economic opportunity, social safety, and livability into a unified urban framework.
He also highlighted Greater Muscat’s inclusion in the Innovation District for Global Business Districts as the first project from the Middle East, underscoring international recognition of Oman’s urban development vision and its ability to combine authenticity with innovation and global competitiveness.
The ceremony concluded with Dr. Khalfan bin Said Al Shuaili, Minister of Housing and Urban Planning, presenting a commemorative gift to the chief guest. The event was attended by members of the royal family, ministers, undersecretaries, and senior project officials.
