Prime Minister Chính Calls for Streamlined and Effective Government Restructuring
Hanoi, The Gulf Observer: Prime Minister Phạm Minh Chính has directed the selection of the most effective plan for restructuring the organisational apparatus of the government, aiming to establish a streamlined, efficient, and effective system while enhancing the quality of public officials and civil servants.
The Prime Minister made these remarks on Thursday while chairing the seventh session of the Government Steering Committee on the implementation of Resolution No. 18-NQ/TW of the 12th Party Central Committee, which focuses on streamlining the political system.
Progress in Government Restructuring
The committee reported that ministries, ministerial-level agencies, and government-affiliated organisations have made significant progress in restructuring the political system’s organisational apparatus. Proposals for restructuring have been substantially completed, projecting a reduction in the Government’s organisational apparatus from 30 units to 21. These will include 13 ministries, four ministerial-level agencies, and four government-affiliated agencies.
Internal restructuring within these entities will involve personnel downsizing and improvements in staff quality. Planned reductions include the elimination of 12 out of 13 general departments, approximately 500 departments and equivalents under ministries and general departments, and 190 public service units.
Local-level political systems are also undergoing reorganisation, with guidelines issued to ensure compliance with set timelines and objectives.
Prime Minister’s Directives
Prime Minister Chính emphasised that the restructuring process must adhere to principles of streamlining, efficiency, and effectiveness. This includes:
- Reducing intermediate steps and organisational units.
- Eliminating overlapping functions.
- Ensuring no gaps in responsibilities or authority.
- Improving the quality of civil servants and public employees.
The Prime Minister urged the Ministry of Home Affairs to refine the restructuring framework in consultation with committee members before submitting it to the Central Steering Committee and the Politburo.
He also commended ministries and agencies for promptly advising the Government on three decrees related to policies and benefits for officials, civil servants, and workers, designed to attract talented individuals to Party, State, and socio-political organisations.
Strategic Goals and Economic Groups
The Prime Minister called for the review of successful models and practices to optimise the restructuring of State-owned economic groups and corporations. He stressed that:
- Government-affiliated units must be equipped with legal frameworks, mechanisms, and monitoring tools.
- Only strategic corporations critical to the national economy should remain under direct Government management, while others should transition to ministry-level oversight.
Additionally, the Prime Minister requested the submission of a Government decree on public asset management to address asset-related issues during the restructuring process.
